The ballast calculation as shown in the image is based on the heaviest wind class in the Netherlands, 6m height and a distance to the roof edges of 1/6 of the height of the roof surface (with a minimum of 75cm) because of the no go zone. So at 3m height you keep 75cm distance to the roof edge, at 6m height you keep 1m distance to the roof edge.
It is also assumed that the roof surface is bitumen. If it is PVC (far less grippy), you need more weight. If you use raising blocks, more weight is required as well. The use of side plates has no influence on the ballast calculation.
